LICENSE AND CERTIFICATION REQUIREMENTS

PHYSICAL REQUIREMENTS
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Performs complex skilled clerical and difficult administrative work assisting an executive with a variety of complex office assistance and administrative tasks. Work is performed under general supervision. Must possess proficient computer skills and experience using current business software including, but not limited to, Microsoft Outlook, Word, Excel, Adobe, Power Point and Cloud-based services. Provides administrative support for the Airport Manager as needed. Undertakes special projects as assigned by Airport Manager; Maintains complex and detailed files for Airport Manager; keeps files on grants, contracts and agreements; prepares information brochures, fliers, etc., and assists to keep airport website updated; Develops & prepares Authority meeting agendas, packets, and meeting minutes; Assists Airport Manager in implementing policies; Transcribes correspondence, composes letters and memoranda; types a variety of complex reports and materials; performs related tasks as required; Maintains employee and personnel records, reviews records for accuracy, maintains files; maintains and prepares payroll records for airport staff; purchases office supplies and equipment for airport; Coordinates Human Resource Administration for all Airport personnel.
*ESSENTIAL FUNCTIONS/TYPICAL TASKS RELATED TO AIRPORT AUTHORITY (BOARD):
*Work involves creating, coordinating, and maintaining a permanent record of Authority actions including historical and current official records; researching, interpreting, and analyzing various reports and activities; and assuring that legally required Board operational processes and procedures are followed. The position requires the use of considerable judgment and independent action.
*Work requires a high level of discretion and often requires the use and handling of confidential information.
*Serves as Clerk to the Airport Authority, including preparing agendas for Authority meetings, gathering information for meeting agenda packets, and notifying Authority Members, appropriate Airport staff, news media, and other interested parties of dates and times of Authority meetings; attends Authority meetings, hearings, workshop, etc., and composes a full and accurate account of all actions taken, which account is the only legal evidence of actions taken by the governing body. Indexes and prepares minutes as historical account for public inspection.
*The Clerk to the Airport Authority is officially responsible for the Airport Authority seal and the retention of official records including minutes, records of Authority-appointed boards and committees, resolutions, contracts, agreements, and leases, etc., in accordance with the North Carolina General Statutes; prepares official copies of documents including resolutions and meeting minutes as adopted by the Authority; certifies legal documents on behalf of the Authority. The Clerk is responsible for legal advertisements and must be familiar with the General Statutes that deal with advertisements in order to assure the validity of actions taken by the Airport Authority.
*The Clerk must keep up to date information on all Airport Authority Member appointments, bringing to the Authority’s attention the appointments, bringing to the Authority’s attention the appointments that need to be made.
*Schedules and coordinates meetings of the Authority/members as necessary, ensuring availability of rooms, equipment, materials, refreshments, etc., as required or otherwise deemed necessary. Handles scheduling and travel arrangements including hotel airline and car rental reservations, as requested.
*Utilizes various computer software programs including wood processing, spread sheet, and file maintenance programs to enter, store, and/or retrieve and format information as requested or otherwise necessary.
*Composes a variety of detailed reports, resolutions, proclamations, contracts, legal notices, etc., in addition to the
KNOWLEDGE AND SKILL REQUIREMENTS
Comprehensive knowledge of standard office practices, procedures, equipment and secretarial techniques; comprehensive knowledge of business English, spelling and arithmetic; comprehensive knowledge of the organization and functions of the Airport and of general administrative policies and practices; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to type and transcribe dictation; ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor; comprehensive knowledge regarding human resource issues; ability to establish and maintain effective working relationships with associates and the general public. Must be a commissioned Notary Public in the State of North Carolina.
EDUCATION AND EXPERIENCE REQUIREMENTS
• Graduation from High School or GED and five (5) years of experience of progressively responsible secretarial or clerical/administrative/office management experience including one (1) year of administrative or office management experience OR
• An Associate’s Degree in secretarial science or business administration program and three (3) years of experience of progressively responsible secretarial or clerical/administrative/office management experience including one (1) year of administrative or office management experience OR
• A Bachelor’s Degree with a major emphasis or coursework in business administration,
